Answer to you question is, no we don’t perform those methodologies only to create user personas. Those methodologies help us to understand the problem we are trying to solve and also the users’ perspective of the problem and their expectations. In my point of view, that’s how we will be able to get into the users shoes and design with empathy. We may or may not create a persona with the outcomes we get from those methods, but creating a persona just helps us to tell what we understood (user needs) in story-telling manner and easier for team members to refer and understand user needs.
